1.   the initiating party opens a change order, enters the delta — budget change, duration change, explanation — and submits.

2.   the other party reviews and either approves or sends it back for revision.

3.   on approval, the phase budget and timeline update instantly. if the change adds cost, fund the delta with a new transfer.

adding to the contract
